A new wave of social-media posts has brought attention back to Hillary Clinton’s released emails concerning Libya, reigniting debate over the real motivations behind the 2011 NATO-backed intervention that eventually led to the fall and death of Muammar Gaddafi.

One widely cited email discussed intelligence indicating that Gaddafi had accumulated significant gold reserves that were allegedly intended to support the creation of a Pan-African currency based on the Libyan gold dinar. The plan was described as potentially providing some African countries with an alternative to the French-backed CFA franc system.

The emails are genuine and form part of the tens of thousands of Clinton-era communications released by the U.S. State Department.

However, the viral claim that the emails prove NATO killed Gaddafi to prevent the formation of a “United States of Africa” goes beyond what the documents establish.

NATO became directly involved in the Libyan conflict after the United Nations authorized measures to protect civilians, while France, Britain, the United States and other countries supported the intervention. Gaddafi was later captured and killed by Libyan rebels in October 2011.

A British parliamentary investigation later criticized the intervention, concluding that the threat to civilians had been overstated and that the operation ultimately contributed to Libya’s prolonged instability.

The emails nevertheless provide an important glimpse into the geopolitical and economic concerns surrounding Gaddafi’s Libya, including his ambitions for greater African integration and an alternative currency system.

The debate over whether those ambitions influenced Western decision-making remains controversial — but the available emails alone do not prove that they were the reason for Gaddafi’s removal.
